Are Pets Allowed at SF City Hall? What to Know Before You Bring Your Dog

Short answer: no, general pets aren't allowed inside SF City Hall, only service animals. If you were picturing your dog trotting down the Grand Staircase in a little bow tie, that part of the plan needs to move outside the building. The good news is it doesn't have to disappear from your day entirely.

The Actual Policy

City Hall's rule is straightforward: service animals are permitted inside, and you should notify your ceremony coordinator in advance if you're bringing one. All other pets, including well-behaved, leashed, quiet dogs, are not allowed in the building. This is spelled out directly on City Hall's own one-hour wedding package page, so it's the current official policy, not a rumor or something that's changed since. This isn't a City Hall quirk, it's standard for most government buildings, but it catches a lot of couples off guard since dogs show up constantly in wedding inspiration photos taken there.

If you look closely at those photos, the dog almost always appears in shots taken outside, on the steps, at Civic Center Plaza, or elsewhere in the city, not inside during the actual ceremony.

How to Still Include Your Dog

Portraits outside, before or after. This is what almost every couple we've worked with ends up doing. Your dog joins for photos on the front steps or around Civic Center Plaza, then heads home (or to a sitter) before or after the ceremony itself.

Have someone dedicated to dog duty. A friend or family member holding the leash and managing the dog during the actual ceremony means you're not worrying about timing a handoff yourself. This person typically waits just outside with the dog and reappears for portraits.

Build it into your timeline, not as an afterthought. If your dog is a priority for photos, tell us that when we're planning your coverage. A quick 10-15 minute window outside before or after your ceremony slot is usually enough to get real, relaxed shots, but it works best when it's planned rather than squeezed in on the fly.

What Counts as a Service Animal

Only trained service animals, not emotional support animals, qualify under City Hall's policy. If you have a legitimate service animal attending, let your ceremony coordinator know ahead of time so there's no confusion at check-in. Our Take

We get why this rule is disappointing, plenty of couples want their dog to feel like part of the wedding, not just a backdrop for a few photos. The workaround is simple enough that it doesn't really cost you much: a short outdoor session before or after your ceremony gets you real photos with your dog in the mix, you just won't get the marble-and-gold-leaf version of it.

We've photographed plenty of dog weddings around San Francisco, and honestly, the city makes it easy. This is one of the most dog-friendly places you'll find, plazas, sidewalks, parks, nobody blinks at a dog in wedding attire posing for photos outside City Hall. Our best piece of advice, every time: bring someone whose only job that day is handling the dog. Not a guest who's also trying to get ready, also greeting people, also holding a bouquet, someone dedicated. It's the difference between relaxed photos and someone chasing a leash mid-shot.
